Can't Add Users to new Business Account

I can’t add users by importing from Google Apps - I get this message after I authorize access:

And they won’t add if I try one - by - one either. I get “Added 0 of 1.”

This is a new account for 5 users, have only be able to add two users. And I need to have a total of 27 users.

Anyone else experiencing this?

I’m on Window 7,64b using Google Chrome Version 43.0.2357.124 m.
