Merging two prime licensed accounts into one developer license

Hi, I had two different google accounts, each with an old prime license.
I upgraded account 1 to a developer license, using the discounted fee. Now, I would like to add account 2 to this developer license (since it allows unlimited accounts), but when logging in with account 2 on the insync app, it recognizes it as a prime license account, and does not allow me to add it to account 1 (which has now a developer license).
Other google accounts without any license can be added to the developer license just fine.
Is there a way I can attach account 2 to the developer license? I would like to not pay for another developer license, since one allows for unlimited accounts already.
