"Open app window" does not bring the window into focus when it's open & unfocused

OS: Linux Pop!_OS 21.10, Ubuntu based
DE: GNOME, with Pop!_OS’s Cosmic tweaks

To reproduce:

  1. Open the Insync app window
  2. Bring a different window into focus, without minimizing Insync
  3. Click the tray icon & click “Open app window”
    Nothing happens.
    Expected behavior: The Insync window should bring itself into focus when “Open app window” is clicked.

Note: Same behavior occurs when Insync is brought into a separate “workspace” in the desktop environment. However, I would assume that if Insync brings itself into focus, GNOME should automatically switch workspaces to bring it into view.
