Really weird: Insync uploads affect torrent downloads

So my torrents have been throttled, despite being completely legal (Linux ISOs, LibreOffice debs, etc). Then I started noticing that these torrents were not throttled when my Insync syncing is paused (I was uploading a lot of files).

Now that’s really weird. If I remember correctly, don’t uploads not affect download speed?
