Sync some Google Drive folders to local drive and some folders to external drive

I have a Surface Pro 4 (Windows 10). I have approx. 1 terrabyte of folders on my Google Drive. I need to be able to sync some folders to my C: (local drive) on my Surface Pro for access anytime, and sync the remaining folders to an external drive on my Surface Pro. That way I have use of all files quickly while in the office, but still have my most important files when traveling.
How do I do this?

This might help @Andrew_Batson How to plug-n-sync your network/external drive to Insync

But what about when the folder is already in Google and you want to sync to a new external drive?

Is there an answer to this question? I have the same problem. I would like to upload some folders from various hard drives and then be able to sync them back to my main harddrive
