The file has been restricted for download by the owner. Please get the necessary permission and try again

After a period of heavy download from google Drive (I have a 10Tb drive), I’m getting Insync errors saying that ‘the file has been restricted for download by the owner. Please get the necessary permission and try again’ I can’t really see what has changed. Is this a download max from Drive?
